CONDITIONS OF EMPLOYMENT - SAMOA.

With reference to our letter of 24th inst., we

have the honour to state we have now received a cable reply

from the Administration of Western Samoa with regard to

the intention and interpretation of Clause 8 in the proposed

new conditions of employment.

We append below a copy of this cable:

"With reference to your telegram of 24th January

"Clause 8 designed enable and authorise by general

agreement collection portion of cost of recruitment

"and repatriation in case where labourer choses to

"abstain from work by way of holiday and similarly

"in which case it is unfair that either past or "future employer should be responsible for such costs "stop Method of recovery is by deduction from

"future wages stop clause is not by way of fine and

"recovery not enforceable by imprisonment stop

"does not conflict with Clause 5 or ordinance stop

"in our view it is essential maintain this mild

"deterrent against tendency towards unreasonable

"absence from work (Sgd.) Administration of Western

"Samoa."
